SCI Honorary Board and SOCAL Board of Governors & Member Rotary Club Santa Barbara North

As a former City of Santa Barbara Council Member, he was active in the Cal League of Cities Community Services Policy Committee. President of California Local Government Commission, and National League of Cities Human Development Committee.

Past and current sister city activities include Many years of service in SCI, SOCAL and Santa Barbara Sister City programs with focus on US/Mexico relations and building alliances with other international networks.

Rotary activities include Rotary Club Santa Barbara North - Chair of International Services creating alliances with sister cities, migrant clubs and a variety of non-profits with similar missions as Rotary. 


Related activities include member Association of Jalisco Clubs of California, and as a US/Mexico dual citizen he is current president of Santa Barbara/Puerto Vallarta Sister City Migrant Club. Mr. Garcia travels extensively throughout Mexico to assist Mexican communities to organize citizen-based sister city committees, migrant mirror clubs and create tri-lateral alliances with Sister City, Migrant and Rotary Clubs for social and economic impact projects of mutual interest in Mexico. 


Mr. Garcia is a recipient of the University of California, Santa Barbara Honorary Alumni Award, Santa Barbara Lifetime Achievement Award, Santa Barbara Man of the Year and various other civic awards and honors.

Many alliances were involved to accomplish the Santa Barbara Rehab Clinic in Puerto Vallarta.

Santa Barbara/Puerto Vallarta Sister City always creates alliances with other international networks as well as local community like County Sheriff and Artists for police and I.Madonnari street painting exchanges.

Below is the information flyer on the Health Clinic we constructed in 2016 that was with Puerto Vallarta Migrant, Sister City and Rotary clubs alliances in both Santa Barbara and Puerto Vallarta. The Clinic was equipped with Rotary District grants and one important alliance is with the International Friendship Club (A club of expats in Puerto Vallarta).

Alejandra Yesenia Amigon Topez is a graduate of the Puerto Vallarta Volcanes Sewing School. Her graduation credentials were so impressive that she is now the teacher of other women in the sewing training classes provided in the Volcanes Sewing School. 



Inspired by Alejandra`s teaching credentials and recognizing the job training for mothers and young women in the Volcanes community that results in enhancing the economic base and quality of life of an entire community, Rotary Club of Santa Barbara North and Santa Barbara Sister City Committee joined forces along with two Rotary and Sister City Club members, Jacqueline Duran and Roberto Najera, to pay for one year of Alejandra`s teacher salary, May 2019 to May 2020. Alejandra and all women in the volcanes sewing school training deeply and their families appreciate the donation.
